World Information (Long Version)


Because the lore of Chainsaw Man is very dense, I will provide a short summary to demonstrate my own understanding and interpretation.

The universe of Chainsaw Man is recognizably the planet Earth in 1997. The main difference is the presence of Devils (as well as the related beings of fiends and hybrids). Each Devil is based on a concept such as the Tomato Devil or the Bat Devil. Although a Devil is technically an autonomous individual being (and may even have an actual name, for example Princi the Spider Devil), the attributes of the Devil are influenced by the way humanity perceives the concept as well as the perception of Devils in general. As far as I can tell, humanity perceiving the concept causes the Devil to come into existence in Hell; a Devil killed in Hell will come to Earth, and a Devil killed on Earth will go to Hell.

The rise of the Gun Devil caused the fear of Devils to increase to the point where the cause of death for 7 out of 20 people in Japan is Devil attacks. Humans fight back as Devil Hunters who have gained abilities by making (supernaturally binding) contracts with less hostile Devils. In Japan, Devil Hunters are either part of the "private sector" or the government force known as Public Safety. Makima presents herself as a mid-level organization member overseeing Public Safety Tokyo Special Division 4.

While many large nations bargained with the Gun Devil, the Japanese government happened upon the Control Devil. The four horsemen of the apocalypse corresponded to extremely powerful Devils. The Control Devil thus had the resource to develop an extremely elaborate plan involving the Chainsaw Devil. "Chainsaw Man" had the ability to eat devils and eliminate the corresponding concept from the timeline of the world; for example he ate the Alien Devil and so aliens do not exist, and likewise the history is divergent with no Nazi Germany. The Control Devil wanted to use Chainsaw Man to eat even more bad things, such as pain and hunger.

History:
Please see her wiki article here. Because the lore of Chainsaw Man is very dense, here are the absolutely essential concepts to understanding Makima's character.
The world is plagued by Devils, beings which represent humanity's fear of a concept. So there might be a very weak Tomato Devil, a medium strength Spider Devil, and a very strong War Devil. Chainsaw Man was the Chainsaw Devil that had the special ability to eat Devils and eliminate the corresponding concept from the world (so if he ate the Alien Devil, aliens are retroactively never real). The Control Devil is as high-ranking as the War Devil and thus developed an ambitious plan to use Chainsaw Man to remove all bad things, such as hunger and pain, from the world. The persona of the Control Devil is presenting as a a twenty-five year old woman mid-level member of Public Safety, the Japanese government Devil response force. This is Makima. Later in the series Makima is finally neutralized and the Control Devil reincarnates as a little girl known as Nayuta.
Based on the way that Nayuta's growth is described where "if we left her with the government she'd just grow up like another Makima", I believe that although the Control Devil really is an ancient being, conducting herself as Makima so realistically for such a sustained period of time does mean that in some way her experiences are meaningfully similar to those of a twenty-five-year-old.
> Despite Denji's assumptions, Makima was not deceived by the fact that she never really saw him, as she showed to have memorized his smell during their first meeting, separating it from Pochita's one: the true reason behind his plan's success was the fact that she was not able to accept that Pochita was different from what she had envisioned, and so ignored everything that could possibly lead to that conclusion.
Please completely ignore this Wikipedia article with its absolutely subjective inaccurate claims that Makima recognized Denji's human scent and only decided at the last minute to kill Power.

Personality:
At first glance Makima seems pretty nice. She is full of recommendations for nice restaurants, how to get a good night's sleep, arthouse movies, and even the most fulfilling forms of sexual intimacy. She is observant and attentive, able to make many people feel like her best friend and hope for the chance to be more than friends. If you want a healthy mix of hobbies and self-care between your devil hunting, Makima is your gal.

If you have any qualms or misgivings about Devil Hunting, Makima might not be your gal. Makima surrounds herself with "dogs" who are only supposed to say "yes" or "woof" and otherwise will be put down. Facing enemies in the yakuza, she shows absolutely no hesitation in removing several dozen members' loved ones' eyes and demanding compensation in exchange for healing that damage. She is completely confident in her assertion that the government can be the only true arbiter of a "necessary evil". However even this ruthlessness is still a facade hiding even more darkness.

Makima is the Control Devil. She truly loves humanity, causing her physical form to perfectly resemble a human, but this is the way one loves dogs. A human might build a shelter for dogs and make difficult decisions about the policies of no-kill or non-no-kill; such a human would never have an actual conversation about this with the dogs. This is how Makima sees her schemes for humanity. She feels just as superior to most Devils, fiends, and hybrids. She has the ability to curbstomp obviously inferior beings, and she can defeat possibly-strong beings in fights to prove they're inferior beings. This shows just how cold her heart is. She has complete control over these inferior beings as well, and in the puppeted state they end up competing to go on a date with her. Even her apparent affection is actually part of this grandiose facade.

Makima's scheme to remove all bad things from the world hinges on the "contract" that the Chainsaw Devil has formed with Denji, a sixteen-year-old boy who is going to "live a normal life". Makima thus orchestrates a series of increasingly costly battles where Denji fights for the glory of Public Safety, causing "Chainsaw Man" to be loved (the opposite of the fear that strengthens Devils) so that Makima can strike at the perfect moment. There were increasingly large numbers of casualties in these battles, and Makima only even *remarks* on the fact that there are a lot of casualties when the Gun Devil kills something like a hundred thousand people. (ARCHIVAL EDIT: This was an extrapolation based on the 1984 gun devil attack that killed 1.2 million people including 57,912 in Japan. It has later come to my attention that the list of about 900 names in the second attack was meant to be taken as exhaustive.) Meanwhile the one-on-one interactions with Denji, making him depend on Makima's approval, were orchestrated to psychologically crush him so that he would never experience the happiness of "a normal life" ever again, and it's clear to see that this included sexual grooming. Yet when Denji ultimately kills her, it is because she never once actually looked at his face.

Makima has a love for Chainsaw Man, her worthy rival who could change the world. She insists that their fight be fair; she hopes to win but accepts that it would be an honor to lose and be eaten. (ARCHIVAL EDIT: This description is definitely accurate to "resisting out of celebration" but feeding blood in Chapter 94 is a display of a different emotion, total disdain for Denji.) She is stubborn as the fight progresses and disdainful of Chainsaw Man's decisions, so her integrity doesn't count for much, but these interactions do at least show that she has some kind of emotional drive for interaction with another person. Makima is capable of love and even craves such peaceful coexistence, having things she wants to do with Chainsaw Man that somewhat resemble the companionate activities of her caring façade as well. She has just followed a path that leaves her completely certain her scheme is the right choice.

Physiology:
Makima is a Devil. Because her appearance is identical to a human, in this game her capabilities will be identical to a human. There will be two exceptions to this. Firstly, as discussed with the mods already, Makima has a sense of smell that will allow her to identify beings and possibly categorize them by types. Secondly, she will be able to ingest blood with no ill effects. However, the Devil ability to regenerate by drinking blood will not be activated.
Motives:
I believe that Makima would eventually commit murder because if she's stuck forever nobody else will go through with her grand scheme to take control of Chainsaw Man. This could be interpreted a variety of ways like if Chainsaw Man were somehow killed, but I believe the most unique mission is the threat of losing one's memories. This loss of identity would be indistinguishable from when a Devil is killed and reincarnated, so it would force Makima to go through with her scheme.

Case Sample:
I would like Makima to commit a dismemberment murder as an homage to chainsaw man. She would attempt to get the group to organize actively, such as by taking votes on whether suspicious individuals should be confined. One purpose of this group would be to get an idea of consensus about curfew time. She would roll something in the cargo hold that she had learned fit the interest of a "friend" and about half an hour before curfew would strike up a conversation about showing the item to them in, say, a soundproof rec room. She would wear her overcoat like a Snuggie and make the attack from behind. (She would roll up the cuffs of her pants, but not high enough, and blood would get inside.) If she could find a weapon that would be as instant as a chainsaw, she would cut off their leg right away; otherwise she would slit their throat. She would consume some of the victim's blood, as this would create significant confusion with two vampire adjacent characters in the game but no one who should be aware that Devils consume blood let alone that Makima is one. She would then go back to meet her roommate for curfew, then slip out again to resume dismembering and distributing the body. She would burn her overcoat and shoes.
Killer or Victim Consideration:
Killer. I would like to volunteer to participate in this capacity at some point if possible.
Special Role Consideration:
I would rather not fabricate as Makima. Makima would definitely step up if chosen to execute, but I will say that new players should perhaps be allowed a turn with higher priority than myself.

Makima's Age


In terms of Makima's age and past history, this is completely unconfirmed. Firstly, it is technically not even confirmed how Devils are born, though I think it is extremely likely that they are "born" when a "concept" is invented and humanity fears that "concept". Therefore Chainsaw Man's ability to eat a devil and retcon the corresponding concept prevents the concept or devil from being born again. Searches for "Makima age" in English and Japanese will show that no number is provided and that most spectators believe that her current physical form resembles that of a woman in her 20s, which I have approximated as 25. I chose this number on intuitive grounds. Aki Hayakawa has been a devil hunter for three years, and it is brought up that Denji being only about 16 years old is highly unusual, but Aki was not yet old enough to smoke either, so he was probably 18 or 19 years old. I believe that Makima has been presenting in her government agent role for at least the entire three year period and seemed a bit older than him.

Please let me know privately whether I am allowed to put down 25 in the passenger pages or must put something else like a question mark.

In terms of her true age, which is likewise never directly described at any time, the best hint is that she is one of the "Four Horsemen" devils. "The Control Devil is as high-ranking as the War Devil" was my attempt to use fewer words to describe the same concept. It's still not fully revealed what all four of these devils are: three are Control, War, and Famine. It is unclear whether the fourth would be Plague, Death, or something else entirely (though it's probably Death as Makima says she wants Chainsaw Man to eat "war, hunger, death" devils), or whether they were even all born around the same time (Famine claims to be the elder sister of War, but I mean they never explicitly state that Famine is 10,000 years old while War is 1,000 years old). The concept of Four Horsemen of the Apocalypse originates in the bible around 2000 years ago, so perhaps they are at least that old. Under my interpretation that Devils are "born" along with their concept, there is perhaps an upper limit on the Four Horsemen's ages, roughly around 12,000 years, when humanity would have advanced to the point of war existing, or agriculture (to contrast with famine). I assume control of such a complex type is what Makima would represent. By the way, these four horsemen devils are contrasted with the Primal Fears such as Darkness Devil, Falling Devil, and Eternity Devil, which have apparently "never been killed" and have existed since the dawn of humanity due to their origin as simpler primal terrifying concepts.

There are additional issues in clarifying Makima's history. It is repeatedly stated that when a Devil is killed, it reincarnates in Hell with no memories. However, Makima is having her 29th recorded death at the hands of the Gun Devil, then later says she has been killed by Chainsaw Man 26 times, then finally is eaten by Denji and only then does the Control Devil reincarnate into Nayuta. Before this final event of becoming Nayuta, Makima acts completely consistently with no sign of losing any memories. An explanation could be that Devils/Fiends/Hybrids regenerate pretty easily (especially Makima due to her contract with the Japanese prime minister where "attacks" are redirected into accidents that wound the Japanese citizens). When Kishibe battles for training with Power (Fiend) and Denji (Hybrid), he "kills them over twenty times" but they likewise continue to act consistently afterwards. Therefore it can be argued that "combat deaths" are more like attacks (such as decapitation) that would definitely kill a human but a devil would be able to regenerate, so they are not the same as "true reincarnation deaths" (my own term).

Furthermore, Makima's "ability to control everything" allows her memories of the concepts that Chainsaw Man retconned away, though they are slowly fading. This is not explained in any further detail.

Any of the following options might be possible based on the limited canon information:
The Makima persona has existed throughout history, like you'd find a Renaissance painting that contains Makima
The Control Devil has continuous memories and started using the Makima facade recently
The Makima persona is a recent new "true reincarnation", and Makima's identity as an ancient being is due to an awareness of the past through the same means as her memories of the concepts eaten by Chainsaw Man.

When I say "in some way her experiences are meaningfully similar to those of a twenty-five-year-old", I mean that I lean towards option 3. I feel that this option helps us work with the little information we have about her past. Interpretations are constantly evolving - it was initially stated on the wiki that Nayuta had grown over one year to a "tween or young teenager", but chapter 131 depicted her in a classroom with simple Japanese writing appropriate for early grade elementary school. So a plausible scenario is that when Chainsaw Man participated in the grand battle and ended up in the near-death (about six to nine years before the main events of the series going by Denji's age), the Control Devil underwent a true reincarnation and the Makima persona rapidly grew to a physical age of twenty-five years old.

Makima's Manipulation

To address Makima's manipulativeness, there are many different facets to address. In her role as a government agent, she allows Katana Man and Akane Sawatari to lead a terrorist attack that kills many members of her own Public Safety organization just so that Chainsaw Man can come out on top and look glorious. She claims that the increased fame would allow Division 4 to operate more freely and save an even greater number of people from Devils in the future. Kishibe accuses Makima of lying and he's correct because her true goal was to cause Chainsaw Man to be admired for that plan. Furthermore Chainsaw Man's fame directly caused the "International Assasins" arc where they hunted him down in a large battle with many bystanders killed or victims sacrificed for contracts. Although Makima is shown in meetings giving reports to superiors, the Prime Minister is not shown. It's unclear whether any of these superiors actually know about Makima's true nature or whether Makima is obeying orders from them.

Another very obvious aspect of her manipulativeness is her relationship with Denji. She explicitly tells him that "boys like Denji-kun" are her type, invites him on a "date" to watch movies, and even bites his finger so he will always remember how it feels, as she is talking about how knowledge of one's partner improves sexual intimacy. Surely a person who wanted to be remembered would take care to remember their partner in turn. But instead Makima is so indifferent to Denji that he catches her by surprise when he has ridded himself of the Chainsaw Man scent.

However, Makima carries this manipulativeness into relationships with other people as well. Aki is a senpai of Denji's who is determined to get revenge on the Gun Devil. Makima encourages him to work hard as a Devil Hunter and obtain more pieces of the Gun Devil's flesh that lead to its location. Aki has a crush on her. However, Makima has known all along that the Gun Devil is not what it seems. Aki does not remember how he got a crush on her (suggesting though not confirming that Makima altered his memories as she did to Angel Devil as well). Makima then orders him to "give me all of you" i.e. sacrifice his life. This turns him into some kind of corpse puppet. She then fights the Gun Devil and (I'm very slightly interpolating here) subdues it and forces it to possess Aki specifically as a fiend. The Gun Fiend then starts shooting at bystanders though only threatening a hundred as opposed to several thousand. This was all to force Denji to have the psychologically crushing experience of saving everyone by killing Aki, who hated the Gun Devil and would be disgusted by the possession. In the case of the Angel Devil as well, Makima appeared to be friendly towards him but actually had forced him to use his life-draining power on many innocent villagers, then erased his memory of the event. And makes him "give me all of you" too.

So this leads up to her power. Makima can literally point at inferior beings and say "down" like you would to a dog. And they kneel. Or just lay down their lives entirely as discussed with Aki and Angel Devil above. And she can fight beings to confirm that they are inferior beings. She uses this technique on the Bomb Girl, Reze, who later ends up as a puppet like Aki and Angel. Nayuta can use the same technique of puppeting others with chains. Nayuta can use the same technique of puppeting others with chains and does so rather impulsively even though she is mostly just trying to be good, mainly to protect her caretaker Denji. So the inclination to use these powers is very strong. Pochita said that Makima wanted to be in an equal relationship and loved as a family, but (extrapolation) her upbringing in the government made her think that it would be far more helpful to just go around controlling everyone until she could execute her elaborate plan with Chainsaw Man.

Makima's Attitude

To further address the individuality of Devils, each Devil has a concept and some have a name as well. For example, Princi the Spider Devil. Devils are technically autonomous beings, but they are influenced by their concept (fear of car accidents makes the car devil strong), perception of them as an individual (admiration of Chainsaw Man as a hero makes him weaker), and perception of devils in general (all devils getting stronger after the Gun Devil incident). Some Devils do not even talk and are more like monsters. Other Devils, while they talk, are mostly hollering about slaughtering humans, like the Bat Devil and Leech Devil, who are also in a romantic relationship showing their individuality. It's not fully explained why Devils are like this, for example what benefit they derive from demanding that humans surrender their lifespan in contracts. Anyway, Devils generally act out their concepts. War Devil tries to bring back the wars that were retconned by Chainsaw Man. Gun Fiend shoots people. Also the Angel Devil is a nice one probably because Angels are a nice Concept. But it's not that simple as Power the Blood Fiend slowly learns friendship.

Makima says how she loves humanity like dogs for their diligence and stupidity, but she doesn't say what experiences led her to those emotions. Why do most human beings live ordinary lives while a select few become revolutionaries or dictators? Entire books have been written on these questions. Thus, the question of what makes Makima different from other devils is by far the most open to interpretation/headcanon.

Makima represents a very specific type of control. The president of the United States claims that if Makima went through with her plan, "the worst peace imaginable would descend on humanity". Many media depict the idea that it would be wrong to just get rid of war, hunger, and death. Chainsaw Man (the manga) reiterates this idea such as Makima saying that she'd erase bad movies if she could and Chainsaw Man (the guy) saying "then I guess I have to kill you", or through the fable of the City Mouse and Country Mouse. Most other major countries have an alliance with the Gun Devil, but Japan has an alliance with Makima instead. Furthermore, nuclear weapons and World War II and Nazi Germany have been retconned away. This could be a metaphor for Japan (in real life without the retcons) having a strict society with no military and no nuclear weapons and heavy gun control. Thus this concept of control corresponds perfectly with a condecending love for humanity.

TL;DR


Makima's persona's age is not provided and I have approximated it at 25 years old. The age of the Control Devil is presumably over 2,000 years old. Because there are many different possibilities, I have chosen a simple possibility where Makima's most salient memories begin relatively recently and her life as the ancient being the Control Devil is more abstract.

Makima is manipulative on every imaginable level - she never loved Denji despite her flirtation/grooming, she acted like the friendly reliable leader of Special Division 4 when she actually treated all of them as disposable pawns in elaborate schemes, and she will use her ability to command inferiors in every situation imaginable.

It's not explained why she loves humanity more than other devils, so I have to use my own interpretation, but I believe that Makima corresponds to the concept of a coerced peace, a condescending love for humanity. Her upbringing by the Japanese government led her to fixate on the idea of a peace enforced by the government with war and weaponry avoided at absolutely any cost.
